Is FFFFCh + FFFFDh + FFFFEh & FFFFFh used in ROM code protect control?

Question:

The ROM code protect control address (FFFFFh) overlaps with the reset vector address (FFFFCh to FFFFFh). Does this mean that the actual reset vector address is FFFFCh + FFFFDh + FFFFEh and the address FFFFFh is used for the ROM code protect control?
